Mayor of London, Sadiq Khan, has voiced his support for establishing a maximum indoor work temperature, recognizing the growing reality of extreme heat in the capital. This move comes as a response to the devastating effects of heatwaves on schools, hospitals, and transport systems, with an estimated 440 deaths per day during the June heatwave peak.
Trade unions and campaigners have long advocated for this measure, with Unison and the Trades Union Congress proposing a maximum indoor work temperature of 30°C or 27°C for strenuous work. The Climate Change Committee, an advisory body to the government, has also recommended setting maximum work temperature regulations to address the escalating risks to workers' safety and to encourage the deployment of necessary cooling measures.
Despite the mounting pressure, the government remains hesitant, stating that it has no plans to introduce a mandatory maximum workplace temperature. However, it has indicated that the Health and Safety Executive (HSE) will launch a public consultation this year to address temperature thresholds and other health and safety issues in the workplace.
The impact of extreme heat is not limited to workplaces. Schools and public buildings are struggling to provide a safe environment for students and staff, with teachers resorting to creative measures to keep children cool. Doctors have also highlighted the strain on the NHS, with critical equipment and IT systems failing due to the heat.
Green Party Mayor of Hackney, Zoë Garbett, emphasizes the social justice aspect of this issue, stating that the climate crisis disproportionately affects certain communities. She calls for urgent investment in resilient schools and public buildings, viewing it as a matter of basic social justice.
